Itchiness around rectum, for almost 2 years, results are negative for parasites, the itch goes away under betamethasone treatment, but returns.

Likely allergies: Parasitic infections in the us are much less likely than allergies as a cause for elevated ige levels (unless you have had recent travel outside the us, especially to a 3rd world country). It's possible ...: ...but I think you first have to question whether the "itchy little red dots" were actually mosquito bites. Other kinds of bug bites, heat rash (miliaria) or even swimmer's itch caused by an allergic reaction to a waterborne parasite can produce red or white bumps. Use OTC cortisone cream for a day or two. Thought I had an mosquito bite on my thigh as itchy but it was a large itchy bruise (no injury). It went away, but has now returned in the same spot.
