Painful toe: Joggers sometimes get 'stress' fractures (though they are relatively longer bones of the foot). Get an X-ray. Other possibility includes tendinitis. If it has been developing over many years then it is likely something called "hallux limitus" or "hallux rigidus" which is basically an arthritic process of the big toe joint that over time causes limitation of motion.
