Depends on cause: If the blisters don't cross the midline, consider shingles(tx: acyclovir). With cellulitis present, if the area of blistering is also very edematous (swollen), then mobilization of fluid from this area (e.g. Diuresis) can also help, along with abx. Clotting?: It sounds as if your partner needs appropriate compression garments to reduce edema and swelling but this is best for venous stasis and not necessarily for arterial insufficency. I would be concerned about varicose veins as well as a potential blood clot(s).
