Can wisdom teeth cause painful swelling on the lower jaw and neck?

Yes

Head-jaw
Infection from impacted wisdom teeth can cause this. Your dentist may want to put you on antibiotics and/or drain any swelling. Or it is possible they may elect to extract immediately. Get this looked at ASAP!

See a head and neck or oral and maxillofacial surgeon. Many neck/jaw masses are dental in origin, and are often overlooked. Wisdom teeth, abscessed jaw teeth, or other dental pathology may present this way. A good oral exam of the teeth and jaws is a good first step.

Stiff, painful neck..also jaw pain. What can be associated with this?

Pain
One possibility is an infected tooth, or an infection of the jawbone. A second is bruxism, which is chronic grinding and/or clenching the teeth. This is also a symptom related to heart attack. See your dentist for an exam and diagnosis. If it is not a dental problem, see your medical doctor.

After having both lower wisdom teeth removed, the right side of my neck, throat, and jaw are so painful I can hardly open my mouth or swallow.

It is common to have post op pain that can include sore muscles and inflammation that takes some time for it to go away. That area is very close to many muscles that perform eating and swolling tasks. The area should heal but will likely take awhile. If you are concerned call your provider and ask for clarification...there is nothing wrong with that.
