SensitivityFemale: Female pleasure is both physical and mental stimulation. Unless have physical defect, study yoga and focus on the sensation and joy of pleasure. Using astroglide helps with lubrication. I've known women so focused they can experience orgasm w/o physical contact. So sexuality plays role, and how much you like yourself.
No it isn't: There is great variability in size of clitoris as there is with penis size in men. There are some medical conditions where clitoris is abnormal as in congenital adrenal hyperplasia. It is possible for clitoris to enlarge if a woman develops an ovarian or an adrenal tum or which secretes androgenic hormone (similar to testosterone). But an enlarged clitoris, by itself, is not a disease.
Secretions or...: Sometimes vaginal secretions collect in this area and then dry. This will usually wash off without any problem. Keeping this area clean will prevent irritation and fungal infections. If the skin itself is white and the whiteness doesn't wash off, it needs to be evaluated by a Gyn or dermatologist. A biopsy to make sure there is no cancer is sometimes needed. Best wishes!
Clitoris: I am not sure what your question is. The size of the clitoris varies between women, within a small amount. An abnormally enlarged clitoris usually indicates that there is an excess of the hormone testosterone. There are other symptoms that go along with this, such as hair growth and deepening of the voice. These are quite abnormal and require a doctor's evaluation as soon as possible.
Yes: Some women have a small clitoral hood (the piece of skin covering the clitoris). If your clitoris is growing or larger then the size of your pinky and this is associated with increased dark hairs on your body and voice deepening you should see a physican.

No: Not unless you overly concerned about it. There is considerable normal variation in size of clitoris as there is with penis size in men. Might be of concern if an intimate partner objects to it or if it sticks out and is noticeable if you are dancing or physically close to someone. Only of concern in rare case of recent enlargement due to a hormone secreting tumor of ovary or adrenal gland.
Stimulation: Stress, worry, anxiety, hormonal fluctuations, can cause this. Try very prolonged, slow, foreplay using a water soluble lubricant- a good sign of clitoral stimulation would be abundant vaginal mucous and secretions. If no reponse I would suggest a GYN exam-you must take your time start slowly (5-10 minutes) and extend foreplay to 20+ minutes.
