There isn't a lot of medical knowledge on stingray injuries, and even less on the long-term effect, years later. I'm not surprised you have not found anyone who feels qualified in the diagnosis and treatment of your daughter's problem. Very few doctors get much experience with this sort of thing.
Before I try to give you some insight into what might be going on here, let me first qualify my answer by saying I have never personally seen anyone with a stingray injury, so my thoughts are educated guesses, but I hope they will help somewhat.
There are a few possibilities going on with your daughter's foot. There might still be a small piece of a barb still in her foot. This very well might not show up on x-ray, and you might need an MRI with very small cuts (2 mm) to see this. Needless to say, if a piece of a barb is still inside, it needs to come out.
The soft tissue infection that ensued could have found its way to bone, giving your daughter a bone infection. This could have occurred if the antibiotics were stopped prematurely, as you mentioned she was only taking antibiotics for 5 days and they had to be stopped. An MRI would also show if the bone is infected.
Finally, the injury itself could have injured a nerve, leaving her with a chronic neuritis, or inflammation of the injured nerve. A series of local anesthesia injections to the nerve may help to reduce the neuritis, and this can be combined with a little steroid to reduce the inflammation.
There was an interesting article on stingray injuries written by a podiatrist in texas, al kline, dpm. I'm attaching the link. Considering how few doctors have knowledge of these kinds of injuries, it might not be that ridiculous an idea to take a trip to texas from arizona to see someone who has knowledge and experience in this kind of injury.
