Yes: As tingling in arm is constant, and worsens with change of position, my best guess would be nerve compression within the shoulder. Breathing deeply is like the positional change, it puts further pressure of the nerve as the lungs fill with air and compress anatomy upwards into the nerve compression site. Not clear: Typically if pain is related to movement it is muscle related. You need to also consider pneumonia or in your age range to consider, though unlikely, a blood clot especially if you are on birth control. Look to: Your NECK. Pressure on a nerve there (radiculopathy) can cause pain in the shoulder/arm.
Your Primary Care Provider may wish to obtain a neck MRI to look for this problem!
