No: There are many reasons a 13 cm cyst needs to be removed by surgery: unknown type, rupture, torsion,... often the cyst can be removed without removing the ovary. Maybe: We usually consider cysts to be large if they are greater than 8 cm but that does vary some from institution to institution ( some set the line at 6 cm).
