Surgery is an injury: Whenever an incision is made, even small portals for arthroscopic surgery, there is injury caused by the surgeon. As far as nerves, we are very aware of the anatomical location of "important" nerves and rarely cause unintended injury. Very small nerves may be cut but these normally heal.

Usually no problem.: The short answer is yes. Though some small nerves will undoubtedly be traumatized, the injury is minimized by knowing where to make appropriate incisions, thus minimizing disruption of normal nerve physiology. In almost all cases, the nerves completely recover, without the need for repair of any type.

Ankle surgery soon and I been having my foot fall asleep a couple times a day. I'm gettint the screws out and scar tissue scraped. This the cause?
It could be: Any time you have foreign material (screws) and scarring, there is risk of soft tissue irritation--nerves are very sensitive to this. Scarring and hardware can lead to nerve entrapment. Once the surgeon removes the screws and debrides the scar tissue, there is a good chance the numbness and pain will improve; however, sometimes nerves are damaged in surgery and you could always have numbness.

The most common "other" cause is a condition calked spinal stenosis, which is essentially a pinched nerve in the back that can cause leg pain and numbness.
