Does De Quervain's cause numbness and tingling?

Yes

Numbness
it is a tendonitis and it mostly causes pain of the thumb with apposition and extension. If the inflammation is bad enough it can compress the nerve that arises at the dorsum of the wrist and can cause numbness and tingling in fingers innervated by that nerve.
