Nothing else: At the least you're describing PARESTHESIAS of the lips but it certainly is a bit odd that it should be occurring just over the left 1/2 of your lips continuously. Nerve issue: If the tingling is within the distribution of a cutaneous nerve then it's possible that that nerve is being pinched somewhere. The tingling of hyperventilation is due to changes in calcium in your blood so if the symptom is similar to hyperventilation then calcium levels should be checked.
