Are there any non-blanching red dot rash conditions that mimic Petechiae? Are all non-blanching red spots 100% Petechiae?

Avoid any irritation: If it's not painful and doesn't itch, you probably don't have to take any action. However you do need to avoid scratching a plane with it. Avoid any kind of friction. Red dot: A red macule that doesn't blanch may be a hemangioma which is a benign vascular growth that is slightly raised and is permanent. A perfectly flat lesion may be a petechia which is a leakage of blood from a tiny blood vessel and this resolves in a week or so. 1 day after a mosquito bite on my eyelid just under the eyebrow. Ifound a red tender swelling about 2.5 CM which blanches on pressure. What could it be?
The swelling from a mosquito bites is usually an allergic reaction to the proteins and toxins in the bite and rarely due to infection. You may need and anti-histaminic if the swelling persists. You also may need an antibiotic such as Vibramycin (doxycycline) in this context as a precautionery.

Not possible: Sunburn is response of tissues to injury from solar radiation. It is inflammation (red, hot, swelling, pain (which increases blood flow to the area to promote healing. Do not use ice as this injures already injured skin. Cool water soaks help as can taking anti-inflammation medicines like Motrin or advil (ibuprofen).
