Second, if it were due to heart failure, it would likely be on both sides, and then would reflect problems on the right heart. Such as right sided heart failure, biventricular failure, pulmonary hypertension. An obstruction like a tumor can also cause this . Could be: When you cry you increase the pressure inside your chest cavity. That in turn makes it more difficult for blood to flow back to the heart from the head. Think by analogy if you were stepping on a garden hose there would be a "bulging" of the hose behind your foot.
