Why would my skin always feel cold/cool to touch, i feel warm but my skin feels cold especially chest, neck, cheeks and arms? I'm worried?

When i work out my skin feels very very cold but i feel hot inside. This happens everytime. Is there something wrong?
Several causes: It is possible that your skin feels cold because of sweating. The moisture from sweat can make your skin feel cold. I am suffering from dermatitis. At any time i feel very hot or very cold. Some times skin becomes itchy. What should I do?
