Bad ink: It was likely done with a conveniently available "ink" that is not meant for human / skin contact. Your body is reacting to it, and it will likely get worse over time, eventually eroding to the surface. Left neck felt sharp pain. Now dull pain and left arm burns n back n top of head hurts. What could cause this?
Probably soft tissue: Assuming you have previously been healthy the source of pain is probably soft tissue irritation (ligament or muscle) causing muscle spasm in the neck. This can cause "referred pain" to your head and arm. A less likely cause would be a disc injury causing irritation or pressure on a nerve to your arm. Nerve Pinch: This sounds like a pinched nerve in the neck. Although it could be other less common causes. If you have no other medical problems: infection history, cancer history and no significant weakness then give the pain 6-8 weeks to improve.
