I'm : I'm going to answer assuming that this is a bother rather than an emergency. It's usually easy to tell the difference. There is a range of response to cold. We all protect our core temperature (our brain, heart, lungs, etc.) by reducing the circulation to our hands. Some of us do this better than others. At the far end of the spectrum, people reduce there circulation so well that it is referred to as raynaud's phenomenon. A doctor can check to be sure there is no underlying problem, but most people with this issue are healthy.
