I'm using Daktarin for cuts on my foreskin but I have many scars and the cuts heal slowly or not at all. How do I heal them both without circumcision?

You don't have one: Your question says you are circumcised, which means you don't (any longer) have a foreskin, it was removed. Thus length of inner foreskin remaining is marginally longer than length of baby's glans.
