My Foreskin Is Scarred
I'm using Daktarin for cuts on my foreskin but I have many scars and the cuts heal slowly or not at all. How do I heal them both without circumcision?

You don't have one: Your question says you are circumcised, which means you don't (any longer) have a foreskin, it was removed. Scar tissue full circle of scabs was formed on the tip of the foreskin covering the head, the skin is fully retractable, happening for past 3 years.
From what I can sense on what you described, your condition probably poses no serious healthy concern as long as not hurting, not swelling and thickening, and no expanding.
For the time being, avoid any further local physical and chemical stimulation if any. Of course, go to see urologist for further attention.
