It: It is very important to keep your leg elevated above the level of your heart to prevent swelling after a reduction and casting since the cast is circumferential and if your foot swells it may cut off circulation. Can be expected --:
Stiffness from being in a cast for 4 weeks. Numbness maybe from cast being too tight or the cotton padding may have bunched up causing a local neuritis, which should clear up in 2-3 weeks time. As you exercise the tight muscles should loosen up and get stronger, reducing the stiffness as well.

Sure you can...: Tight watch, ruberband/wrist-sport bands or anything too tight around the wrist can restrict blood flow--first the veins. If the veins on back of hands bulge out/larger with your tight watch, then it is restricting veinous blood flow.
