See below: Guess I am confused, as to why you would have your symptoms tested by evoked potential study which is basically worthless if you have a peripheral nerve problem. (although may help diagnose a spinal cord problem). The more appropriate test could be an EMG nerve conduction study. I think you need to sit down with your doctor and ask some direct questions. Sorry, but that's my thinking, so far.

Shin: The biggest concern would be that the long flight resulted in a blood clot in your leg. Most people get swelling and pain with that but your description could be that. Go see a doctor to get evaluated.

Be seen: It is really hard to say without the benefit if an exam and things, there are multiple causes from benign to more serious. I would be seen with particular attention to the complaint of blurring of your vision, which in general is not a normal complaint and can be seen in serious neurological conditions as it's first presentation; ms being one example.

If it is in a particular area (corpus callosum) it would be more concerning, otherwise it could have been from prior brain infection (encephalitis) or trauma (shearing injury). You may speak to: Your pcp regarding calcium channel blockers or topical nitropaste or possibly even viagra (sildenafil) (seriously) or another long acting nitrate. Avoid caffeine, smoking and get some warm socks (seriously) make sure you do not also have new onset of diabetes and peripheral neuropathy due to that or another issues such as thyroid disease or some neurological issue you are blaming it all on frostbite.

Unclear: Not sure why you had either/both of your plantar nerves removed - nor any past history of relevant diseases associated with a neuropathy. The innervation of the top of the foot and the bottom are different, and the lack of plantar nerve (s) make it more complex. Please consult your doctor who can sort through all of these issues to localize the issue and additional tests to define it better.
