Peds neck pain: Persistent pain in kids is not very common. Especially if persisting for a year or more. Normal x-rays don't really rule much in or out, since developmentally the peds spine is filled with growing bone and cartilage. Inflammatory conditions like juvenile rheumatoid arthritis, lyme's, etc should be considered.
