There is treatment.: This syndrome is much studied, little understood & involves a parent or caretaker inducing physical symptoms in the child. Often the caretaker has significant emotional or psychological issues of their own leading to actions they take causing physical symptoms. Treatment is complicated. Medical and social interventions are costly but stopping the behavior is the goal. Google the syndrome for more.

Report to MD: The best way to report the munchausen by proxy would be to talk to the doctor of the patient or the parent figure. Or if it threatens the life of the child call 9-1-1 or take the child to the emergency room.
