Look at nasopharynx: Bringing up blood with mucus suggests there is a source of bleeding from the head and neck area and not regurgitating blood from the stomach. Since there are no symptoms related to the throat refered to as oropharynx I suspect the problem is bleeding behind the nose in the nasopharynx. Mucous in The throat: Everyone has mucous in the throat. The problem is when it appears to be in over-abundance. What you can do is try a nasal steroid over the counter or an anti allergy pill like Claritin or Allegra. Zyrtec can be overly sedating and you should avoid the decongestants like sudafed as it raises the blood pressure. Sinus or Reflux?: Thick mucus in the throat is due to irritation to the mucosa. Generally this means either 1)irritation due to postnasal drip from allergies or chronic sinus infection, or 2)irritation from acid reflux (laryngopharyngeal, "silent" reflux).
