NEED DIAGNOSIS: You symptoms of spasticity, numbness, and weakness are not consistent with restless leg syndrome, and the pattern of fatigue seems also atypical. You need to describe all of this to the new doctor, as ms could be a consideration, but so could other diseases. Work with a Dr.: You didn't say if the doctor is a psychiatrist or a gp. In either case, you either need to trust them, or seek another who you do trust. It can take some searching sometimes.
