Can a man take an estrogen blocker to increase slightly low t levels, or is testosterone the only true way to raise levels? Do some men take only that?

As men gain weight - mainly fat - the testosterone level is markedly decreased with an increase in estrogen. Once testosterone replacement is begun -least expensive with injections compared to creams etc. - your energy should increase and you fat decrease. The estrogen will also decrease.
