Unlikely: I'm not sure what extremely high levels of manganese would do to a person, but I doubt it would cause only increased anger. If you know why it's elevated, stop the cause and see what happens. If you don't know, find a physician to help figure it out. Anger is not uncommon with adhd. YES: The supplements you describe are safe...but their "benefit" is NOT well studied!
