Could be tori: Would need a bit more info for a more definitive answer: are they within the lower lip or attached below the lower front teeth? If they're attached below the teeth, they are likely tori which are harmless rock-hard bony growths. They can sometimes be related to heavy, chronic teeth clenching. The good news..: The good news is that they are movable and painless. The white part is not so good...that may be something called leukoplakia, often related to smoking. If you smoke, most important thing is to stop. You should be concerned about lumps in your mouth if they enlarge, bleed, last longer than 1-2 weeks, are painful.
