Most likely lipomas: Lipomas are varying sized fatty benign tumors that are under the skin & mobile as well as being painless. They are pretty common. These lumps could also be cysts. 1: skin tissue elements: like a simple cyst, sebaceous cyst, fatty tumor, nerve tissue tumor, etc;
2: deeper soft tissues: pulled muscle, tendon, ligament injuries with associated collection of blood/tissue fluid, etc;
3: bony structures: bone cysts, tumors, healing fx ;
4: nerve elements from the underlying spine itself;
see pcp or an orthopod to get DX and treated.

Neck anatomy: Other than lipoma, this could also be just normal anatomy -- at the base of the neck, the C7 and t1 spinous processes are much longer than the spinous processes above them, which results in a "bump" at the cervicothoracic junction which is actually normal.
