Probable cyst: There are a number of conditions that cause lumps and bumps to appear on the surface of the skin or just below the skin. The most common are skin cysts and epidermoid cysts (aka sebaceous cysts) which is consistent with what you are describing. It's likely: A recurrent folliculitis, like a pimple, from infected hair follicles. Can be from shaving, may need antibiotics but keep area clean with soap and water and use warn, hot compresses to see if this makes them surface faster. Get seen if gets worse. ...Read more

Sebaceous cyst?: This is probably a sebaceous cyst that is repeatedly getting infected. Or perhaps an ingrown hair with folliculitis leading to a recurrent abscess (carbuncle, boil).
