Low grade fever can be a sign of early pregnancy. Not everyone experiences this, so to answer your question, yes you can be pregnant and not have a low grade fever.
On the other hand low grade fever, especially if it lasts for a while, may may a sign of an infection. If this is the case (prolonged fever) you should inform your doctor right away.
