Yes: Chlorine is an skin irritant, and doesn't bother most people unless the concentration is too strong. People with eczema (dry, sensitive skin) can get very irritated by chlorine. Seeing a doctor to help clear up the eczema, will help. Coating the skin with a thin layer of something like Aquaphor before swimming, and then something like CeraVe after showering, can help.
