But the seriously overweight and older lose this ability and will have excess skin that a cosmetic surgeon should be consulted for removal.

Depends: Kind of depends on how much weight and or inches around your waist you have to loose. Everyone is different but I would think you might have some loose skin if you had more than 50 lbs.
