Get it checked: Real hard to answer without an exam and an x-ray. It's pretty unlikely that a baby tooth will displace a grownup tooth so maybe there is even an extra one in there! don't worry - bring him in to get it checked and see what's actually going on. 13 is a little delayed to be getting teeth anyway so an orthodontic check is probably in order.
