Normal oil glands: Fordyce spots are normal. No need to treat. Sometimes you may have 1 with an open surface pore appearing as a tiny black head. If you don't mind the pain, you can pinch it out. Can you have pores on your lips? It seems like I do, my lips are going away leaving me with little white spots on them I notice this when I was around 20, now 39 it worse.
You may be suffering from a type of skin condition called vitiligo. Other autoimmune dosorders can cause this and need to be ruled out as well i.e. Lupus). I recommend you visit your primary care provider or directly visit a dermatologist for an evaluation. In the meantime use a lip protector with sun screen in it.
