Hemangiomas?: A few painless red dots on the skin, on the penis or anywhere else, usually are not abnormal. Most likely they are small hemangiomas, i.e. blood vessel "moles". There could be many: Reasons those red dots are there. I.E. A bite, a scratch, an abrasion etc. Babies do kick their feet around. It may also be none of the above the hard thing is that we can't see the red spots as you do. For this reason i would recommend you take your baby to the doctor - her pediatrician, a dermatologist or podiatrist should be able to help. ...Read more

Many possibilities: What you describe, painful and itching red spots on your extremities, could be related to an allergic reaction, to something you have come in contact with or eaten, or could be due to a viral infection.
