Carbs
Running your car engine requires gas (or electricity etc) and running your body requires fuel too--it uses mainly sugar(glucose). Carbohydrates and proteins you consume are converted to glucose which fuels your body. The faster u run or heavier you lift will burn more glucose. So, that is the basic of how exercises help burn off your carbs. So eat well and exercise more! Good luck

my experience has shown me that eating a high-protein breakfast works much better. I'm sure you'll find different opinions on this webpage. But think about it, if you want to fatten the cow. Seriously, this concept is butchered by personal trainers. Consider it 100% fat. Yes, you'll burn carbs (glycogen) along with fat but you'll replace the glycogen over 24 hrs. If you don't load up on carbohydrates you'll manage to keep blood sugar and insulin levels low. Therefore, you'll be replacing glycogen by burning more fat. Avoid sweets and starches to do this successfully.

The human body likes to use glucose (a sugar, thus a carb), which comes from the food in the stomach & small intestine, and from the liver (where glucose is stored in a starch form called glycogen). As long as one is not eating enough to supply glucose to his cells, his liver will run low on glucose/glycogen, and his body will burn other fuels like fat (and even protein) to keep his cells working.

When im jogging on the treadmill, if i reach a high enough heart rate will i skip right to fat burning zone? or still burn carbs first?

It does not matter

Don't worry too much about carb burning or fat burning. 30 minutes of exercise a day is ideal for maintaining good cardiovascular health for the rest of your life.

Life's biological processes are all happening at the same time, so carbs / proteins / fats are all being metabolized in the body while a person is alive, but the rates or amounts of each type of "fuel" metabolism differ.
