Last 2 months my BP has been around 135/95. Lethargy headaches, dizzy spells. My dr says not a concern.

Fever and lethargy: That high a fever in a child is very worrisome. The skipping heart beats are probably related to the fever. While the fact that his fever goes down with medication - he should be evaluated. chronic sinus congestion, that is mostly affected just the sinuses on the left side of your head, that could definitely cause an aching pain that was mostly localized on the left.
