Sorry your father isn't feeling well. It sounds like you need to take him in for a physical exam. Pain has a variety of causes including osteoarthritis. Pain limits activity. Inactivity can lead to several problems in the elderly including muscular atrophy. Your father's physician will need to know his age, medical history, medications (bring all in plastic bag), allergies, etc.

Baker's cyst: It may be or may not be related to the arthroscopic surgery. I would consider a baker's cyst with fluid leaking down from the knee as a possibility. Would also consider other vascular, neurologic, bone or joint consideration.
