Have IIH and bulging disc below where my ribs start. Started having numbness and tingling around knee or in heel whether sitting or standing.

Nerve testing: The level you are describing for you disc herniation would not be expected to cause the numbness in that area. I would expect something lower down in the spine. There are some nerves in the legs that can develop neuropathies. EMG/NCV testing may help with the diagnosis.
