Hard to say: Learning disabilities typically refer to specific tasks such as reading or doing arithmetic that are hard because the brain processes information in inconsistent ways--letter or word reversals, for example. There are no all-or-: nothing rules about any learning disorder. Ask the PhD who did your neuropsychological evaluation to explain your strengths & weaknesses in social expertise. You may "get" facial expressions but not be able to modulate the volume, detail or nature of information that a conversational partner wants or needs. Eligibility is based on level of functional impairments & level of support needed to function in the community as well as iq testing that documents cognition significantly below average, usually with an overall score <70.
