Tot chol/ HDL ratio 4.9, vldl 66mg/dl, LDL 39mg/dl, HDL 27mg/dl, trigs tot 328mg/dl tot chol 132mg/dl doc was perplexed. Why?? Is this not normal

Something isn't: adding up. Perhaps typo...your ID info says age 76, not 16. Total cholesterol is given in mg/dl (370 IS high), but other values in mmol/l. However LDL of 7.36 mmol/l (284 mg/dl) is QUITE high, too. Unfortunately your 1.16 mmol/l (44 mg/dl) HDL isn't very far into the protective range. Ratio is high. My total cholesterol is 149 my HDL is 42 and my LDL is 92 & my ratio is 3.5 is all lipid panel normal, high or low?

Abnormal -> Careful: Ldl particles, expressed as a concentration in nmol/l essentially always higher than HDL particle concentrations, expressed µmol/l.
