No-A disc protrusion: at one level of the spine will not create problems in adjacent areas. However, it's not at all uncommon to have abnormalities at more than one vertebral level. Contracture of the SCM would not really affect the jugular vein unless you contract it to the extent that increases the pressure in the venous system which causes venous distension in general.
