Vasculitis: This may be an autoimmune vasculitis where small blood vessels in the skin(capillaries) rupture and leak blood. No prevention but...: The vast majority of henoch-schonlein purpura resolves spontaneously, and recurrence is unusual. Should an abdominal pain develops, steroid can be of help. Few different causes: Different things possible from low platelets, to local allergic reaction to infections. I suggest seeing a doc to get a CBC-which checks u'r White/ Red blood cells and u'r platelets l. Possible: Possibly heat rash. Also may be fungal or even an allergic reaction or sensitivity to your underwear. Consider chaffing gel, and cotton only underwear or boxers.
