Doubt it: If the angulation of the penis is severe, it could represent peyronie's disease. While it appeared after a lap inguinal hernia repair, the problem is in the shaft of the penis. After 5 months after lap inguinal hernia surgery, i still feel pain in cord structures just above the testicle. As if someone is squeezing it?
Normal: It is normal to have some discomfort after any type of hernia repair. The length of time is variable, and there is nothing to worry about if it is minor. If it is significantly limiting your activities, see your surgeon for an exam. Rarely, there can be long term severe pain requiring mesh removal. However, i'm sure your surgeon told you how long to hold off on heavy activity to promote healing. Very likely.: If these problems are new and began after the surgery, then it is logical to believe that it is related. Most likely it is a result of problems with the mesh that was implanted and it's affects on the nerve and/or surrounding tissue. Probably unrelated: Sounds like it could be more if a vascular problem, something medically known as a "thrill". I have myself felt this sensation in my lower leg at times in the past, with no problems arising, and no formal explanation. May also be related to the sensory nerves misperceiving some other input.
