Maybe.: Bag balm was developed for rashes on cow udders. (really; that's the "bag" part.) it is essentially lanolin, and a few inactive ingredients. It isn't a bad supplementary treatment for eczema, but you need to use the prescribed cream too. ...Read more

Eczema?: It's possible you're dealing with eczema, which causes one to have extremely dry patches of skin that can become irritated and itchy and are often resistant to most over the counter lotions and creams.
