Vulvar itching is most suggestive of a vaginal yeast infection, which is much more common in women with diabetes. This could also indicate your diabetes is not under as good control as it could be. The one in a hair bearing area may be folliculitis, ingrown hair, pimple, etc. Your topic tags suggest you're worried about gential warts, which is doubtful in the hair area.
