Not necessarily.: If a kidney stone breaks up, the smaller fragments are usually more likely to pass. The biggest worry is not that "more holes are clogged", but that the outflow tube of the kidney, called the ureter is blocked, preventing urine to pass. The fragments of very large stones can block the ureter, a condition called 'steinstrasse' after shockwave lithotripsy, limiting its use in very large stones. ...Read more

Comparative severity: Both are nobody's idea of fun. Kidney stones can result in secondary uti. Kidney infections often require long periods of antibiotic therapy and can potentially produce severe damage.
