Good question: I assume you mean "cystitis" and pelvocaliectasis otherwise known as hydronephrosis. Typically cystitis itself would not, however if cystitis causes urinary obstruction by for example predisposing one to kidney stones, or causes urethral irritation and thickening, I suppose it could be possible.
