Hard to say: It's difficult to say what they may represent without knowing more about them and without seeing them. Perhaps they are cherry angiomas, which are extremely common and generally appear as cherry red spots scattered on the body as we get older. I'd suggest seeing your primary care physician to help determine the cause.
AIR EMBOLISM: Small amounts of air often enter the circulation inadvertently during surgery or other medical procedures. An example would be an air bubble entering an IV line. Most of these air bubbles are benign and are stopped at the lungs. If a large vein such as the internal jugular is ruptered, say from trauma or a procedure, air may enter the vein.

More likely a muscle: If you have pain when touching the area, it is more likley to by a mild injury to your sternocleidomastoid muscle. Try doing some mild neck stretching and if the pain persists or worsens within the next 10-14 days, you may want to go see your Primary Care doctor. Relax: Unless you are bleeding massively from your neck you did not. The vein is protected by quite a bit of tissue that make it difficult to get to unlike the portrayals on the current TV shows.See 2 more doctor answers

One can feel: Pain in any given vein, jugular vein included, only if the vein is abnormal, i.e. Something happened around or in the vein. Specifically regarding the jugular vein excluding trauma to the vein, the vein can bee clotted even inflamed/infected from infections in the area such as in the throat or neck. So if your feel pain, I would suggest see your physician.
No: I do not know of a medical condition caused by spasm of jugular veins
Nature1: During development of our bodies, certain structures are not perfectly formed...So that is what may have happened. The exact cause, unknown, but it is harmless as nature takes care of it by providing back up veins which take over the functions quite well. So no worries here!
Is it: On one side or both sides? However since this is not a constant finding, and as long the veins is soft and collapsible I would not be concerned. However, would not be a bed idea to see a physician if ur concerned.See 1 more doctor answer
