Infection, shingles?: This sounds like a skin infection of some sort. It could be a bacterial infection (e.g. staph, strep, etc) but I'm more suspicious of herpes zoster (shingles). See a physician: Nothing against chiropractors but the rash and lymph nodes are not in their field of expertise and should be evaluated by a physician. If the chiropractor has been unable to help with the neck and shoulder discomfort i would take any imaging he/she has done and seek an opinion for an orthopedic doctor.
