Just this year- starting this summer, actually- just started getting itchy, swollen fingers when exposed to mild cold, like a 50 deg. steering wheel.
See a doctor: There is something wrong, could be an infection, could be an allergic reaction..If you can't be seen immediately, go to an urgent care center or emergency room.
